FileFormat is a Pike library which supports detection, decoding and encoding of various file formats.
The goal with this project is to support as many formats as possible. If not decoding and/or encoding is possible, then at least detection.
This project is still pretty fresh and doesn't have very many formats implemented yet, but it's constantly under development.

The library is available through SVN for bleeding-edge version and through SVN dumps available on the site.
There's also an example web-based implementation available here. Try uploading stuff!
